Jay-Z backs Caesars casino proposal in Manhattan

Resorts World New York City is making headlines with its $5.5 billion proposal to transform Queens into a casino gaming epicenter backed by Nasir “Nas” Jones, but Shawn “Jay-Z” Carter is reigniting their rap beef by backing the competition.

The new development would include thousands of slot machines and table games, a huge hotel complex, a 7,000-seat arena, more than 30 restaurants and bars, and large public green spaces, making it the largest casino resort in the state if approved.

This proposal is part of a competition for one of only three full-scale casino licenses now up for grabs in downstate New York.

While hip-hop legend Nas is supporting the Queens-based Resorts World proposal, Jay-Z is at the forefront of a competing bid for a casino in Times Square.

Jay-Z, through his company Roc Nation, is teamed up with SL Green and Caesars Entertainment to propose a boutique casino atop the 1515 Broadway skyscraper. As part of this plan, Jay-Z and his team would oversee entertainment programming in Times Square, leveraging his influence and entertainment expertise to support the project.

Having Jay-Z and other famous names involved in different casino proposals has drawn even more attention and competition to the licensing process, creating a high-stakes, headline-grabbing rivalry.

How the NYC Casino License Process Works

To win an NYC casino license, companies like Resorts World must submit a detailed application to the New York State Gaming Commission, outlining their vision, financial backing, tax revenue promises, and community benefits.

After an initial deadline for submissions, each proposal goes through extensive review by a Community Advisory Committee, which examines the project’s local impact, economic promise, and public support. The committee then holds public meetings and may request revisions from the casino developers. Ultimately, final approval comes from the New York Gaming Facility Location Board.

Industry insiders expect a final decision by late 2025, and if Resorts World wins, its expanded resort could welcome guests as early as July 2026.
